Who can join?
All it takes to open a savings account is to pay a one-time membership fee of $5 and a minimum deposit of $5. The $5 fee is waived if you join online.

When Travis Credit Union was formed in 1951, the credit union movement was not yet 20 years old. Because credit unions help people save and borrow more affordably, the federal government has always granted not-for-profit status for financial cooperatives.

As a credit union, we are founded on the philosophy of "people helping people," and we stand behind the principles that promote human development and social responsibility. Who may apply? We encourage all our young members who are graduating high school seniors to apply. Each applicant must have a minimum GPA of 3.0 on a 4.0 scale, bound for a two- or four-year college or university, and is a member of Travis Credit Union in good standing. Students who live in our 12-county service region and are not yet members may join the credit union and apply for our scholarship at the same time. As a not-for-profit financial cooperative, our mission is to build lifelong relationships with our members to help them achieve their financial goals. Volunteers are vital to helping us identify and serve our members’ needs and fulfill our service mission.
The credit union trains new volunteers through a Volunteer-at-Large Training Program. The purpose of the Volunteer-at-Large Training Program is to provide educational opportunities to members who would like to learn more about the credit union so they might volunteer for service as representatives of the membership. By serving as a volunteer, members have the satisfaction of contributing to the credit union’s success, helping the credit union achieve its mission and possibly starting on the journey of serving on the Board of Directors or Supervisory Committee.
The Board of Directors consists of 9 members elected by the membership at the annual meeting for a term of 3 years. Terms are staggered so that approximately one-third of the members will stand for re-election each year. The board of directors elects officers who serve one-year terms of office: Chair, Vice-Chair, Treasurer, and Secretary. The board will function in accordance with duties outlined in TCU bylaws. The Board of Directors will meet at least once a month, with a majority of board members constituting a quorum at each meeting. Together with other board members, it is the responsibility of each board member to set the general direction and policy for the credit union, ensure that the credit union is well managed, financially secure and in compliance with legal requirements, and monitor progress towards goals.
The Committee is charged to ensure the safety and soundness of the credit union's assets by ensuring compliance with the California Credit Union Law, the credit union bylaws, NCUA Rules and Regulations, applicable Federal and State Laws, and Board Policies. The Committee of three consists of members elected by the membership for a term of three years. The Committee elects a Chair and Secretary and functions in accordance with duties outlined in the TCU bylaws. The Committee employs and supervises Internal Auditors.

During the Great Depression of the 1930s, as citizens migrated in search of work, urgency grew to design and implement new financial solutions to get the nation back on its feet. In 1934, the Federal Credit Union Act became law under President Franklin D. Roosevelt. This new law created extraordinary options for people with similar employment to pool their relatively scarce resources for the greater good.
The building blocks of a better quality of life, then as now, were home ownership, automobiles, home furnishings, the means to manage emergencies and some level of planned leisure and financial predictability throughout the working years and retirement. Self-determined financing through shares in a credit union was fresh mortar for erecting a new economy during and after the hardships of the Depression.
New federal laws and regulations are changing the structure and face of the financial services industry. In this time of accelerating change, it is important to truly understand how credit unions are unique and different, and why we remain a necessary and extremely popular financial alternative for 90 million Americans.
Credit unions do pay taxes—payroll taxes, sales taxes and property taxes. Congress exempts credit unions from federal income taxes. The exemption was established in 1937, affirmed by statute in 1951, and re-affirmed in 1998 by H.R. 1151, the Credit Union Membership Access Act. This act states credit unions, unlike many other participants in the financial services market, are exempt from federal and most state taxes because credit unions are member-owned, democratically operated, not-for-profit organizations generally managed by volunteer boards of directors and because they have the specified mission of meeting the credit and savings needs of consumers, especially people of modest means.
Credit unions are economic democracies. Each credit union member has equal ownership and one vote—regardless of how much money the member has on deposit. At a credit union, every customer is both a member and an owner.
Each credit union is governed by a board of directors, elected by and from the credit union's membership. Board members serve voluntarily.
By current federal statute, credit unions cannot serve the general public. People qualify for membership in a credit union through their employer, organizational affiliations such as churches or social groups, or through a community-charter.
Credit unions assist members to become better-educated consumers of financial services.
Credit unions exist to help people, not make a profit. Our goal is to serve all members well, including those of modest means. Every member counts. Our members are fiercely loyal for this reason. They know we will be there for them in bad times, as well as good. This same people-first philosophy causes credit unions and credit union employees to get involved in community and charitable activities and other worthwhile causes.
